The Certificate of Inspection provides for a total of 40 passengers and two crew. The captain must possess a USCG Master’s License and must be assisted by a mate when seven or more passengers are aboard and underway. The captain and mate are required to be members of a Maritime Consortium which administers a drug prevention program similar to the US DOT program used for large equipment operators.
